<2024 애스펀 안보 포럼>(Aspen Security Forum)(7.16-19)

애스펀 안보포럼(ASF, Aspen Security Forum)이 7월 16일부터 19일까지 콜로라도 애스펀에서 개최되었습니다. 15차라고 하네요. 누가 참석했고, 어떤 주제를 다뤘는지 탐구해 봅니다.

우리는 매년 초 스위스 다보스에서 개최되는 <다보스 포럼>을 잘 알고 있지요. 러시아에서도 매년 푸틴 대통령이 참석한 가운데 <상트페테르부르크 국제경제포럼>이 열리지요.(5-8 June, 2024)

중국에서도 중국판 다보스 포럼으로 일컫는 <보아오 포럼>이 개최되었죠.(26-29 March, 2024) 모두 주목해 봐야할 국제적 포럼들이죠.

 

애스펀 안보포럼(ASF)은 이름답게 매년 미국 콜로라도 애스펀에서 안보를 주제로 열리는 포럼입니다.

특히 올해에는 토니 블링컨(Antony Blinken) 미 국무장관, 제이크 설리번(Jake Sullivan) 백안관 안보보좌관, 찰스 브라운(Charles Brown) 미 합참의장 등이 참석했습니다. 이들 면면만 봐도 어떤 점이 논의되었을지 짐작해 볼 수 있죠.

미국의 외교 안보 부문을 담당하는 핵심 담당자들이 국제질서에 대해 어떤 인식을 하고, 어떻게 대처하고 있으며, 앞으로 어떤 전략과 정책을 펼쳐 나갈 수 있는지 가늠해 볼 기회 이기도하죠. 그래서 작은 마을에서 열리지만 국제적 관심을 모은 이유이기도 하죠.

 

이밖에도 조지프 나이(Joseph Nye) 교수, 마이크 폼페이오(Mike Pompeo) 전 국무장관, Ng Eng Hen 싱가포르 국방장관이 참가했으며, 볼로디미르 젤렌스키 우크라이나 대통령도 화상으로 참가했네요.

* 행사 주관자인 안자 매뉴엘(Anja Manuel)이 밝힌 주제는 다음과 같은 질의가 핵심을 이뤘네요. 주요 질문인 셈이죠. 영어로 된 원문도 읽어봐야죠^^.

 

o 미국과 동맹국은 남중국해, 대만 해협 및 주요 광물을 두고 중국과의 경쟁을 관리하는 동시에 기후 변화와 세계 보건에 협력할 수 있는 방법은 무엇인가?

(How can the U.S. and its allies manage competition with China in the South China Sea, Taiwan Strait, and over critical minerals, while cooperating on climate change and global health?)

 

o 미국과 그 파트너들은 강대국 간 경쟁 시대에 회복력 있는 공급망을 구축하고 생산을 다양화하기 위해 기업과 어떻게 협력하고 있는가?

(How are the U.S. and its partners working with business to build resilient supply chains and diversify production in a time of great power competition?)

 

o AI 군비 경쟁의 위험을 완화하면서 사이버 방어 및 첨단 무기 시스템에서 인공 지능의 힘을 어떻게 공동으로 활용합니까?

(How do we jointly leverage the power of artificial intelligence in cyber defense and advanced weapons systems while mitigating the risks of an AI arms race?)

 

o 변화하는 유럽 국방 환경은 대서양 관계에 어떤 의미를 가지며, 이는 기존 국제기구에 어떤 영향을 미칠까?

(What does the shifting European defense landscape mean for transatlantic relations and how will this impact existing international organizations?)

 

o 가자, 레바논, 홍해의 분쟁을 종식하고 지역의 평화로운 미래를 촉진하기 위해 새로운 파트너십을 구축하거나 기존 연합을 강화할 수 있을까?

(Can we create new partnerships or strengthen existing coalitions to end the conflicts in Gaza, Lebanon, and the Red Sea and promote a peaceful future for the region?)

전체적으로 어디에 무엇에 관심을 두고 있는지 알 수 있죠. 세계 변화를 읽고 미국이 선도적으로 대처해야할 사안을 고민하고, 논의하고 있는 것이죠.
